There are benefits to storing the data in plain form. Instead of only governments knowing someone's movements, average folks can too (with permission of course). Sure, this can be used for good or bad purposes, but in today's world governments are not less likely to commits wrong acts than an average citizen and in some cases more likely. Overall, this balances the scales a little more in the favour of openness and transparency provided someone volunteers their phone data of course.

Ever since the govt planned 9/11 and blamed it on "terrorists", they knew people would figure it out and want to kick out the criminals at the highest levels of power. The govt has put these "Fusion Centers" and passed the NDAA legislation to protect THEMSELVES from revolution, but they have all along said these anti-terrorism measures were to "protect the people". Wrong, it's to protect themselves from the people when the people figure out 9/11 was all the govt's.

My friend was selling weed and he told someone to meet them to give it to them and the cops found out by tracking there private info and got him locked up.
